EUROPEAN FUNDS IN POLAND

Introdiuction
In the new European Union financial perspective for the years 2014-2020, Poland received a record sum of  82.5 billion euros for further development as part of the EU's cohesion policy. A significant part of this sum is allocated to enterprises, in particular small and medium business entities.

Poland will use most of the funds for transport infrastructure (road and rail). A significant increase in spending will also take place in the area of innovation and support for entrepreneurs, especially small and medium-sized companies. Environmental protection and energy projects will continue to be subsidized, as well as projects in the area of culture, education and employment.

EU funds for implementing projects related to comprehensive revitalization, environmentally friendly urban transport, join communications, low-emission economy are intended for cities and municipalities. Poland has also allocated funds for the development of "smart" specializations chosen by the individual regions.

In addition to non-repayable grants, the European Union also provides "repayable financial instruments," i.e. loans and credit plans. Both entrepreneurs and local governments can take advantage of them.

The perspective for the years 2014-2020 will be implemented in Poland. 6 national operational programs managed by the Ministry of Development and 16 regional programs managed by Marshal's Offices will function in the project.

The value of EU funds allotted to Nationwide Operational Programmes for the years 2014-2020:
1. Infrastructure and Environment Programme                      27.4 bn euros
2. Smart Growth Programme                                                       8.6 bn euros
3. Knowledge, Education, Growth Programme                        4.7 bn euros
4. Digital Poland Programme                                                      2.2 bn euros
5. Eastern Poland Programme                                                   2.0 bn euros
6. Technical Assistance Programme                                         0.7 bn euros

The Infrastructure and Environment Programme has received the largest funds from the Polish government. The priorities of this programme are: a low-emission economy, environmental protection, development of national technological infrastructure and energy security.

The Smart Development Programme is the second-highest funded programme and the largest programme in the EU financing research, development and innovation. This programme supports independent and joint research and development projects, the results of whose work can find practical applications in the economy. "From the idea to the market" is the main premise of this programme. It is to support the creation of innovations related to products, services or technology that are not yet on the market, or only to a small extent, and can contribute to the development of various sectors of the economy and other areas of life.

The Knowledge Education Development Programme aims at activating young unemployed people under 30 professionally, supporting higher education, developing social innovations, mobility and international cooperation.

The Digital Poland Programme aims at disseminating knowledge about computers and computer skills within society and establishing a citizen-friendly e-administration which will make it possible to resolve various issues online.

The Eastern Poland Programme is a supraregional programme for Eastern Poland voivodeships which aims at increasing the competitiveness and innovativeness of voivodeships in Eastern Poland by supporting innovativeness and research development and by improving the investment appeal of the macro-region, in particular by developing its transport infrastructure.

The Technical Assistance Programme is meant to ensure the efficient functioning of the institutions responsible for implementing European funds, as well as to organize an effective information and promotion system for  European funds within Polish society:

Regional programmes:
Apart from national programmes, EU funds have been allocated to 16 regional programmes. Their iam is to support the development of the regions. In these cases the funds are not managed by the central goverment, but by local goverment institutions  - i.e. the voivodeship boards.

- Kujawsko-Pomorskie Voivodeship - 1.9 bn euros,
- Lubelskie Voivodeship - 2.23 bn euros,
- Lubuskie Voivodeship - 0.9 bn euros,
- Łódzkie Voivodeship - 2.25 bn euros,
- Małopolskie Voivodeship - 2.87 bn euros,
- Mazowieckie Voivodeship - 2.08 bn euros,
- Opolskie Voivodeship - 0.9 bn euros,
- Podkarpackie Voivodeship - 2.1 bn euros,
- Podlaskie Voivodeship - 1.21 bn euros,
- Pomorskie Voivodeship - 1.86 bn euros,
- Śląskie Voivodeship - 3.47 bn euros,
- Świętokrzyskie Voivodeship - 1.36 bn euros,
- Warmińsko-Mazurskie Voivodeship - 1.72 bn euros,
- Wielkopolskie Voivodeship - 2.45 bn euros,
- Zachodniopomorskie Voivodeship - 1.6 bn euros.

Two more EU programmes are being implemented in Poland:
The Rural Development Programme - 8.5 bn euros and the and The Fishing and Sea Programme - 0.5 bn euros.

The Minister of Development is responsible for the implementation of European Funds in Poland. His task is to coordinate the implementation of the policy in this scope. A lot of importance is attached in Poland to information, training and consultation, with the aim of reaching the largest possible group of potential beneficiaries. Public consultations are held in all regions, aiming at providing information as to what support can be obtained from European Funds, including starting or developing a business. Those participating in the consultations will also learn about the free training offer, as well as find out about the possibilities of co-financing projects implemented by local communities.
